you need good proxies and Instagram accounts
you can go and crack thousand of accounts using openbullet config
or you can use account creation tools
if you search for Instagram configs in Pretesting configs Section you will find a lot of good config
After you get the accounts go ahead and use one of these Mass report tools
TOOL 1 : https://github.com/mrwn007/007spam-BOT
TOOL 2 : https://github.com/tarik0/instaspamv4
and report the account you want to ban .....just make sure you have BIG NUMBER OF ACCOUNTS
Also you can go and try Account Creator tools
